MEMORANDUM CIRCULAR NO. 91

AUTHORIZING THE PARTICIPATION ON OFFICIAL TIME OF CIVIL ENGINEERS IN THE EXECUTIVE BRANCH OF THE GOVERNMENT AND LOCAL GOVERNMENT UNITS IN THE 31ST NATIONAL CONVENTION OF THE PHILIPPINE INSTITUTE OF CIVIL ENGINEERS, INC.

The Philippine Institute of Civil Engineers, Inc. (PICE), will hold its National Convention and Annual Election on November 17 to 19, 2005 at the Manila Hotel, Manila. cCaEDA

In this connection, civil engineers in the executive branch of the government and local government units are hereby authorized to attend the above-mentioned Convention on official time only, at no cost to the government except payment of their salaries, provided such attendance will not adversely affect the functions of their respective offices as well as the delivery of services to the public.
