SUPREME COURT MEMORANDUM ORDER NO. 19-A-11

AUTHORIZING THE RELEASE OF EMERGENCY ECONOMIC ASSISTANCE TO OFFICIALS AND PERSONNEL OF THE LOWER COURTS

On the basis of the report of the Financial Management Office, Office of the Court Administrator (FMO-OCA), that enough savings in the regular appropriations for the Lower Courts (excluding RCAO-7) have been generated which may be utilized to grant fringe benefits pursuant to Joint Resolution No. 96 of the Constitutional Fiscal Autonomy Group (CFAG), the Chief Justice hereby authorizes the grant of Emergency Economic Assistance (EEA) in the amount equivalent to one month basic salary but not less than P10,000.00, chargeable against available savings from the regular appropriations of the lower courts, for each of the judges, officials and personnel of the lower courts, provided they are in the service as of April 30, 2011. EEA in the same amount of one month basic salary but not less than P10,000.00 is also granted to the personnel of the Halls of Justice (HOJ), excluding those in the 7th Judicial Region, chargeable against the savings from the regular appropriations of the Supreme Court, as certified to by the Fiscal Management and Budget Office (FMBO).

Notwithstanding the insufficiency of savings in the regular appropriations allotted for the 7th Judicial Region and the RCAO-7, EEA in the same amount as the foregoing benefit is likewise granted to each of the judges, officials and personnel of the RCAO-7, and the personnel of the HOJ in the same judicial region, chargeable against the respective available savings from the regular appropriations of the lower courts and the savings in appropriations allotted for the HOJ in other judicial regions.

The grant of EEA shall be subject to the implementing guidelines hereto attached.

The Court Administrator, the Chiefs of the FMO and the Office of Administrative Services (OAS), OCA and the Chiefs of the FMBO and the OAS, Supreme Court shall work together to immediately implement this Memorandum Order.

This Memorandum Order shall take effect upon its issuance.
