EXECUTIVE ORDER NO. 212

CREATING THE NATIONAL ARTIFICIAL RAIN STIMULATION COMMITTEE

WHEREAS, in the last few years the country has experienced prolonged and severe drought; AHEDaI

WHEREAS, this prolonged drought if not forestalled presents as a serious threat to the breakthrough already gained in the Government's food production program; and

WHEREAS, an immediate solution to minimize the effects of prolonged drought appears to be artificial rain stimulation;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby create the National Artificial Rain Stimulation Committee under the Office of the President composed of the following officials or their authorized representatives who shall attend the meetings and deliberations of the said body: DCSTAH

The Committee shall have the following general functions:

1. Undertake an overall planning for artificial rain stimulation;

2. Coordinate all private and government programs and activities for artificial rain stimulation; and

3. Oversee the implementation of the approved program and to undertake performance evaluation of the project.

The Committee is hereby authorized to call upon all government departments, bureaus, offices or agencies for such assistance as it may deem necessary in discharging its functions.

The financial requirement for the operations of the Committee shall be provided first by the abovementioned agencies and second, by other government entities if the former cannot raise the necessary funds. aHIEcS
