I hereby exempt the Bureau of Public Highways from my order suspending the implementation of the Integrated Reorganization Plan for the National Government.
I also wish it understood by all concerned that my order suspending the implementation of the Reorganization Plan shall affect only acts of implementation subsequent to the order. Therefore, all acts implementing the Plan before such order shall be deemed effective for all intents and purposes and those acts shall not be open to question as contrary to my order suspending the implementation of the Plan. cd
