MEMORANDUM

Transmitted herewith are two (2) sets of Full Powers, as requested by that Department, signed by Her Excellency, President Gloria Macapagal-Arroyo, to wit:

1. Full Powers of the Head of Philippine Delegation to the 1st EALAF Foreign Ministers' Meeting in Santiago Chile.

2. Full Powers for the Philippine delegation to the negotiations of the Memorandum of Understanding (MOU) between the Governments of the Republic of the Philippines and the Socialist Republic of Vietnam on the Repatriation of the Remaining Vietnamese Boat People in the Philippines.

I, GLORIA MACAPAGAL ARROYO, President of the Republic of the Philippines, in accordance with the powers vested in me by the Constitution and the laws of the Republic of the Philippines, have designated Honorable RAUL S. ROCO as Special Envoy, and have invested him with full and all manner of power and authority for and in the name of the Republic of the Philippines, to head the Philippine Delegation to the First Foreign Ministers' Meeting of the East Asia-Latin America Forum to be held on 29-30 March 2001 in Santiago de Chile.

IN TESTIMONY WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, have designated Assistant Secretary Willy C. Gaa as Head of Delegation, Atty. Ronaldo P. Ledesma, Director Ma. Lumen B. Isleta, and Atty. Ruben F. Fondevilla, as members of the Philippine delegation to the negotiations of the Memorandum of Understanding (MOU) between the Governments of the Republic of the Philippines and the Socialist Republic of Vietnam on the Repatriation of the Remaining Vietnamese Boat People in the Philippines to be held in Vietnam on 19-20 March 2001 and have invested them with full and all manner of power and authority for and in the name of the Republic of the Philippines, to meet and confer with any person or persons duly authorized by the Government of the State represented in the said negotiations invested with like power and authority, and with the said person or persons to negotiate, conclude, and sign any act of agreement as may be adopted therein. Such acts or agreements as may be signed by the aforementioned official under the present authority are to be transmitted to the President of the Republic of the Philippines for further action in accordance with the Constitution and laws of the Republic of the Philippines.
