JOINT RESOLUTION INCREASING THE DAILY SUBSISTENCE ALLOWANCE OF ALL OFFICERS, ENLISTED PERSONNEL, CANDIDATE SOLDIERS, PROBATIONARY SECOND LIEUTENANTS, CADETS AND CIVILIAN ACTIVE AUXILIARIES OF THE ARMED FORCES OF THE PHILIPPINES (AFP), COMMISSIONED AND NON-COMMISSIONED PERSONNEL OF THE PHILIPPINE NATIONAL POLICE (PNP), BUREAU OF FIRE PROTECTION (BFP), BUREAU OF JAIL MANAGEMENT AND PENOLOGY (BJMP), CADETS OF THE PHILIPPINE NATIONAL POLICE ACADEMY (PNPA), PHILIPPINE COAST GUARD (PCG), THE CANDIDATE COAST GUARD MEN OF THE PCG AND THE UNIFORMED PERSONNEL OF THE NATIONAL MAPPING AND RESOURCE INFORMATION AUTHORITY (NAMRIA) FROM NINETY PESOS (P90.00) TO ONE HUNDRED FIFTY PESOS (P150.00) PER DAY EFFECTIVE JANUARY 1, 2015
WHEREAS, Article II, Section 3 of the
WHEREAS, Article X, Section 21 of the
WHEREAS, it is likewise the policy of the State to promote professionalism in the AFP, Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), Philippine National Police Academy (PNPA), Philippine Coast Guard (PCG) and uniformed personnel of the National Mapping and Resource Information Authority (NAMRIA) and to provide adequate remuneration and benefits to their members;
WHEREAS, the military and the uniformed personnel of the Department of the Interior and Local Government (DILG), the Department of Transportation and Communications-Philippine Coast Guard (DOTC-PCG) and the Department of Environment and Natural Resources-National Mapping and Resource Information Authority (DENR-NAMRIA) receive inadequate and insufficient salaries, allowances and benefits, and are among the lowest paid public servants; ATEHDc
WHEREAS, the officers, enlisted personnel, candidate soldiers, probationary second lieutenants, cadets and civilian active auxiliaries of the AFP, commissioned and non-commissioned personnel of the PNP, BFP, BJMP, cadets of the PNPA, PCG, candidate coast guard men of the PCG and uniformed personnel of the NAMRIA receive a subsistence allowance of only ninety pesos (P90.00) per day;
WHEREAS, the current subsistence allowance of ninety pesos (P90.00) per day is no longer adequate to meet the basic needs of Filipino military soldiers and uniformed personnel of the DILG, DOTC-PCG and DENR-NAMRIA in view of the increasing prices of basic commodities;
WHEREAS, to recognize and honor the vital roles of our soldiers and uniformed personnel of the DILG, DOTC-PCG and DENR-NAMRIA in nation building, their daily subsistence allowance should be increased from ninety pesos (P90.00) to one hundred fifty pesos (P150.00): Now, therefore, be it
Resolved, as it is hereby resolved by the House of Representatives and the Senate of the Philippines in Congress assembled, To increase the daily subsistence allowance of all officers, enlisted personnel, candidate soldiers, probationary second lieutenants, cadets and civilian active auxiliaries of the Armed Forces of the Philippines (AFP), commissioned and non-commissioned personnel of the Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), cadets of the Philippine National Police Academy (PNPA), Philippine Coast Guard (PCG), the candidate coast guard men of the PCG and the uniformed personnel of the National Mapping and Resource Information Authority (NAMRIA) from ninety pesos (P90.00) to one hundred fifty pesos (P150.00) per day effective January 1, 2015.
Resolved, further, That the Department of National Defense (DND), in coordination with the AFP, DILG-PNP, BFP, BJMP, PNPA, DOTC-PCG and DENR-NAMRIA, shall promulgate and immediately issue the rules and regulations necessary to implement the provisions of this Resolution.
Resolved, finally, That the amount necessary to implement the provisions of this Resolution shall be charged against the savings of the Department of National Defense (DND), Department of Transportation and Communications (DOTC), Department of the Interior and Local Government (DILG) and the Department of Environment and Natural Resources-National Mapping and Resource Information Authority (DENR-NAMRIA) for the current year and/or the Miscellaneous Personnel Benefits Fund (MPBF). Thereafter, such amount as may be necessary for its continued implementation shall be included in the annual General Appropriations Act (GAA).
