GCG MEMORANDUM ORDER NO. 2014-02
RATIONALIZATION OF THE NATIONAL DAIRY AUTHORITY (NDA)
WHEREAS,
WHEREAS, the Governance Commission for GOCCs (GCG), pursuant to Section 5 (a) of the "
WHEREAS, NDA is an agency created in pursuit of the policy of the State "to strive for national self-sufficiency in milk and dairy products" mandated to serve as a "central policy determining and directing body tasked to ensure the accelerated development of the Philippine dairy industry";
WHEREAS, the NDA aims to become a full-fledged GOCC mandated to undertake an industry development role;
WHEREAS, the NDA has an existing authorized plantilla of two hundred thirty-six (236) positions, and has requested for the approval of its Rationalization Plan (RP) with a total of two hundred ninety-five (295) plantilla positions;
WHEREAS, the NDA Governing Board approved the Rationalization Plan under Board Resolution No. 519 dated 12 April 2013;
WHEREAS, NDA officially submitted to the GCG a Revised Rationalization Plan on 15 May 2013 and the last document relevant thereto was received by the GCG on 5 December 2013;
WHEREAS, the Commission finds the Rationalization Plan of NDA "to the best interest of the state" as measures of Good Governance and Economic Development through improving national productivity pursuant to Sections 6 and 8 (e) respectively of
NOW, BE IT
RESOLVED, the said Rationalization Plan of NDA is hereby APPROVED with MODIFICATIONS a total of two hundred thirty-three (233) plantilla positions, as reflected in the documents below which form an integral part of this Memorandum Order (M.O.), to wit:
1. Annex A Rationalization Plan Overview;
2. Annex B Organizational Structure;
3. Annex C Staffing Pattern; and CSDcTH
4. Annex D Functional Statement.
RESOLVED FURTHER, that the implementation of this Order shall comply with the following conditions and guidelines:
1. Filling up of vacant positions shall be programmed to ensure overall financial viability of agency operations, actual revenue collection and operating requirements;
2. Funding requirements for regular positions shall be included in the Corporate Operating Budget of the Corporation;
3. NDA to adopt and offer the retirement and separation package for the affected personnel in the implementation of the Rationalization Plan using the incentives provided under the
4. The Governing Board through the Administrator shall be accountable for the payment of separation benefits to the retirees/separates pursuant to the pertinent provisions of
5. NDA shall submit to the GCG one hard copy and one digital copy in a CD of the Plantilla positions;
6. The Rationalization Plan shall be implemented within two (2) months after receipt of this M.O. and a monthly progress report shall thereafter be submitted until such implementation has been completed;
7. The pertinent civil service, budgetary, accounting, auditing and other relevant laws, rules and regulations shall be complied with; and
8. Any further modification/s on the GCG-Approved Organizational Structure and Staffing Pattern (OSSP) is/are prohibited unless otherwise approved by the GCG.

National Dairy Authority
Rationalization Plan
CY 2014
I. Objectives
To promote and provide direction for the accelerated development of the Philippine dairy industry;
To give support and assistance in the production, processing and marketing activities of all those engaged in the business of producing milk and other dairy products, particularly rural-based small dairy farmers, through the provision of necessary support systems;
To encourage and promote the active participation of farm families, rural cooperatives and the private sector recognizing them as principal agents in the development of the Philippine dairy industry;
To ensure an adequate supply of milk and dairy products at affordable prices;
To improve livelihood opportunities and thereby increase income level through dairying; ECTIcS
To enhance children's and pregnant and nursing mothers' nutritional intake through the promotion of locally produced milk and milk products;
To develop and disseminate appropriate smallholder-based dairy technology;
To improve milk production from existing stock and to systematically program the build-up of productive milking herd; and
To conserve foreign exchange by supporting local milk production.
II. Core Functions
Dairy Production, Processing, Marketing and Overall Coordination
o Assist in the purchase, importation propagation, storage distribution and sale of dairy animals, semen, forage seeds, fertilizers, veterinary supplies, dairy equipment and engineering supplies and such other inputs as may be needed by the dairy industry;
o Help design and implement a credit system that will finance dairy farmer and dairy cooperatives and duly accredited people's organizations;
o Assist cooperatives in developing market channels and in negotiations for bulk outlets of milk output; and
o Assume control and supervision over all dairy-related government agency personnel and programs, including the Bureau of Animal Industry's Dairy Division, the Livestock Development Council's Dairy Division, the Philippine Dairy Corporation, Livelihood Corporation's Laguna Processing Center and other dairy related government agencies, division, councils subject to the guidelines prescribed by the Civil Service Commission.
Institutional Development
o Organize small producers and processors of milk into cooperatives or other forms of organizations; and
o Provide a forum for the members of cooperatives to discuss common problems affecting production, marketing and the cooperatives' relationships with the Authority.
Nutritional Improvement and Rural Development
o Formulate and execute dairy programs that will generate a national impact on rural as well as urban nutrition levels and incomes; and
o Encourage the integration of dairy production and local milk and the distribution of dairy products into various rural livelihood and nutrition programs.
Priority Projects
Educational programs for dairy farmers and dairy cooperatives including, but not limited to, the conduct of seminars, workshops, assemblies and others;
Training programs including, but not limited to, courses in animal husbandry, feed technology, dairy cooperatives management and other related aspects of dairying;
Dairy research and development including but not limited to, breeds and breeding, herd improvement, indigenous and agri-waste feed sourcing, product development, herbal veterinary drugs and biologics, dairy facilities fabrication, and others;
Establishment of support services to dairy farmers and cooperatives in the acquisition of basic supplies and inputs for animal health and nutrition; and
Boost the number and quality of local animal stocks through applied technology.
III. Strategic Shifts
A. Policy Direction
NDA to continue performing its functions mandated in its charter with a structure more responsive to the present needs of the dairy sector;
Focus corporate functions towards achieving financial viability and fiscal discipline while mandated to undertake an industry development role;
Effectively contribute to the government objectives of economic development, food security, employment generation and increased livelihood opportunities, particularly in the rural areas;
Satisfy the needs of the dairy stakeholders through excellent delivery of technical assistance and extension services and including the design and delivery of other dairy service packages; and
Formulate policies encouraging self-reliance and local capacity building among local partners and project proponents/clientele who eventually will assume majority of the functions or services that the NDA initially provides.
B. Strategies
Continued adoption of multi-year dairy animal supply contracts, promotion of dairy animal contract growing arrangement as well as encouragement of the active participation of the private sector in local dairy animal procurement;
Implementation of massive crossbreeding and upgrading of local beef cattle into dairy breeds through artificial insemination and bull breeding;
Creation of a special credit window and augment the Dairy Credit Fund;
Expansion and development of more dairy zones;
Coordination of actions and taking the lead in encouraging government agencies to pool resources in developing the local dairy industry;
Promotion of the consumption of locally produced mild and premium milk products;
Development of infrastructure and expertise for effective and affordable milk quality assurance programs; aSITDC
Implementation of focused programs on re-tooling and capacity building for NDA technical personnel and other industry players, especially the dairy associations/cooperatives/federations; and
Retain its field deployment policy of establishing a field office only in places where it has existing partnerships with local partners (LGU, cooperative or other private sector partners).
C. Functions and Programs
1. Focus on the following programs: Herd Build-Up, Dairy Business Enhancement, Dairy Quality Assurance and Milk Feeding;
2. Creation of an Internal Audit Unit to evaluate operational effectiveness and efficiency and develop mechanisms to address any frauds, irregularities and wasteful practices; and
3. Abolition of Training, Information and Social Support Services and collapsing of relevant positions into various units for improved efficiency.
IV. Organizational Restructuring
Abolition/Merger of Organizational Units
1. Abolition of Training, Information and Social Support Services.
To effect the creation of units, the rationalized structure is shown in ANNEX B and shall consist of the following operational units with the corresponding functions:
I. Dairy Industry Board ensures that the plans and programs of the Authority are in accordance with its mandate as set forth under Republic Act (R.A.) No. 7884 and approve policy recommendations and measures necessary to carry out the objectives and functions of the Authority.
II. Internal Audit Unit examines control procedures in various units of the organization to determine their adequacy and propriety and makes the necessary measures to address any frauds, irregularities and wasteful practices of substantial amount of recurring nature.
III. Office of the Administrator executes, administers and implements policies and measures approved by the Board and represent the Authority in all its dealings with other persons, entities, agencies, and institutions whether public or private, domestic or foreign, subject to the limitations and conditions as specified by the Board and the existing laws and regulations.
IV. Office of the Deputy Administrator assists the Office of the Administrator in discharging its functions.
V. Legal Affairs Unit provides legal guidance and counseling on legal matters/cases that are NDA and work-related, including, among others, assistance on the preparation of legal documents and pleadings for the prosecution and defense of cases involving the Authority, its officers and employees; and assistance on legal documentation, contract negotiations and drafting, legal research and rendering of opinions.
VI. Administrative and Finance Department provides finance and administrative support services to the whole organization for the attainment of corporate goals and objectives.
A. Administrative Division develops and implements a personnel program which shall include selection and placement, position classification, employee development and performance rating; acts on matters pertaining to attendance, leaves of absence, appointments, and promotions; as well as maintains records and statistics. As the in-charge of the general maintenance of Authority facilities, it shall provide policy guidelines for and facilitates the procurement, storage and distribution of supplies and equipment, including their acquisition, port clearance, as well as disposal.
B. Finance Division administers fund controls and disbursements including compliance with tax system, prepares consolidated financial statements periodically as required by different governing agencies and develops improvements in budgetary methods, procedures and justifications in accordance with government budgeting.
VII. Corporate Planning and Management Services Department responsible for providing planning, management service, management information and evaluation services to various organizational units of the NDA.
A. Planning, Management and Evaluation Services Division formulates, develops, disseminates, evaluates and reviews plans and programs with the ultimate purpose of making them responsive with the development needs of the industry in general and of the Authority in particular.
B. Management Information Services Division provides the Dairy Board, Top Management, planners and implementers with accurate, factual and updated information on all dairy related development concerns.
VIII. Operations Department serves as the core movers tasked to set up, mobilize and oversee the successful operation of dairy projects nationwide and develops programs and policies on Milk Quality to be implemented in the NDA and provides direction on milk quality to the dairy zones.
A. Technical Assistance Division in coordination with the Regional Field Offices, provides efficient and responsive technical services to dairy enterprises in the areas of capacity building; farm and plant engineering and improvement; dairy husbandry management; animal health, breeding and nutrition; cooperative strengthening; market development; financial analysis; site evaluation; and logistics support as well as technical assistance on milk quality, technology, product development and interpretations of standards set for milk and milk products.
B. Business Development and Special Concerns Division develops and implements dairy business programs and project proposals along with the conduct of feasibility studies for purposes of securing support, financially or institutionally from both local and/or international sources.
C. Milk Quality Assurance and Product Development Division acts as the overall in-charge and implementer of the regulatory function vested by the recently enacted law, the Food Safety Act of 2013 specifically for hygienic and sanitary local milk production and its postharvest handling and as the overall in-charge of programs and directions in dairy veterinary public health. It shall also develop products and innovations and conduct research for longer shelf and higher commercial value milk products. ATcaEH
D. Dairy Zones
1. Luzon Dairy Zone (Northern and Southern Luzon Departments) directly undertakes and ensures the dairy zone development in identified areas in Luzon and coordinates with the Technical Assistance Division, Business Development and Special Concerns Divisions, and Milk Quality Assurance and Product Development Division for the needed support to achieve its operating mission.
2. Visayas Dairy Zone (Central and Western Visayas Departments) directly undertakes and ensures the dairy zone development in identified areas in Visayas and coordinates with the Technical Assistance Division, Business Development and Special Concerns Divisions, and Milk Quality Assurance and Product Development Division for the needed support to achieve its operating mission.
3. Mindanao Dairy Zone (Northern and Southern Mindanao Departments) directly undertakes and ensures the dairy zone development in identified areas in Mindanao and coordinates with Technical Assistance Division, Business Development and Special Concerns Divisions, and Milk Quality Assurance and Product Development Division for the needed support to achieve its operating mission.
V. Staffing Pattern
NDA's staffing pattern consists of 233 positions composed of 71 personnel in the Central Office and 162 personnel in the field offices (6 regional departments).
All positions are on a permanent status except for 5 positions (3 in the Office of the Administrator and 2 in the Office of the Deputy Administrator) which are coterminous with the Administrator and Deputy Administrator.
VI. Funding
Funding for the payment of incentives and terminal leave to affected personnel shall be provided by the national government in the form of subsidy.

ANNEX D
Dairy Industry Board
Ensure that the plans and programs of the Authority are in accordance with its mandate as set forth under Republic Act 7884; aCTcDS
Oversee the power and functions of the Administrator;
Approve policy recommendations and measures necessary to carry out the objectives and functions of the Authority;
Approve and recommend organizational structure and plantilla of personnel including any changes, in accordance with existing laws and regulations;
Approve the annual budget and supplemental budget as may be necessary, submitted in line with the national budget cycle; and
Confirm the appointment of the Administrator, Deputy Administrator and the Corporate Secretary, including other key positions in the Authority as required or necessary.
Internal Audit Unit
Prepare and submit plans and guidelines for the internal audit of the Authority; and
Examine control procedures in various units of the organization to determine their adequacy and propriety and makes the necessary measures to address any frauds, irregularities and wasteful practices of substantial amount of recurring nature.
Office of the Administrator
Submit policy recommendations and proposed measures necessary to carry out the objectives and functions of the Authority, for consideration of the Board;

Responsible for promoting the corporate image and relations of the Authority with the local and foreign institutions; and
Perform such other duties as may be assigned by the Board and/or its Chairman.
Legal Affairs Unit
Prepare and submit plans and guidelines for the legal operations of the Authority;
Responsible in providing legal guidance and counseling on legal matters/cases that are NDA and work-related, including, among others, assistance on the preparation of legal documents and pleadings for the prosecution and defense of cases involving the Authority, its officers and employees; and assistance on legal documentation, contract negotiations and drafting, legal research and rendering of opinions;
Assist in the policy formulation to carry out the regulatory function vested by the Food Safety Act of 2013 to the National Dairy Authority, which is specifically for hygienic and sanitary local milk production and its postharvest handling; and
Perform such other duties as may be assigned by the Administrator/Deputy Administrator.
Office of the Deputy Administrator
Assist the Office of the Administrator in discharging the following functions:

Administrative and Finance Department
Provide finance and administrative support services to the whole organization for the attainment of corporate goals and objectives; and

Administrative Division
Develop a personnel program which shall include selection and placement, position classification, employee development and performance rating; acts on matters pertaining to attendance, leaves of absence, appointments, promotions, as well as maintains records and statistics;
In charge of the general maintenance of Authority facilities including, but not limited to, government motor vehicles, office equipment and building and its premises;
Provide policy guidelines for and facilitates the procurement, storage and distribution of supplies and equipment, including their acquisition, port clearance, as well as disposal;
File and maintain necessary records, including records on programs and operation; provides mailing and transportation services; general housekeeping, security, utility and related services;
Assist supervisors in reviewing plans, programs, proposals, with respect to evaluating compliance with applicable laws and regulations, reviewing efficiency and economy in the use of resources; and evaluating results against set goals;
Act as focal point on all matters pertaining to Gender and Development and compliance with Magna Carta for Women; and
Perform other functions as may be assigned from time to time by NDA Authorities.
Finance Division
Administer fund controls and disbursements including compliance with tax system;
Prepare consolidated financial statements periodically as required by different governing agencies like COA, DBM, DA, etc. including the preparations of individual schedules for each financial account in the trial balance;
Analyze and develop Notes to Financial Statements on an annual basis including the monitoring of fund utilization or disbursements; aDcETC
Develop and improve budgetary methods, procedures and justifications in accordance with government budgeting;
Assist Management in the presentation of the Authority's budgetary estimates before administrative and legislative bodies;
Prepare annual budget estimates, Corporate Operating Budget and other special budgets of the Authority;
Develop the effective inter agency account reconciliation between Central Office and Branch office accounts;
Allocate, in coordination with the Corporate Planning & Management Services Department and other units of the organization, available funds of the Authority to programs and projects on the basis of approved guidelines and priorities;
Supervise the administration of all loan facilities of the corporation from origination to processing to collection to consummation of loan contracts;
Develop and facilitate the procurement of tax and duty free importation with the different governing agencies; and
Perform other functions as may be assigned from time to time by NDA Authorities.
Corporate Planning and Management Services Department
Responsible for providing planning, management service, management information and evaluation services to various organizational units of the Authority;
Recommend to Top Management policy agenda/actions that would be responsive and coherent with the development needs of the industry and of the Authority;
Represent the Administrator and/or Deputy Administrator of the Authority in the establishment and firming up of focal and foreign cooperation activities that are supportive of the Agency's plans and programs;
Closely collaborate with the Operations Department in the execution and realization of the Agency's plans and programs as well as the deployment and maintenance of its operations information systems;
Closely collaborate with the Administrative and Finance Department in the deployment and maintenance of administrative and financial information systems of the Authority;
Institute organizational reforms within the department for the purpose of improving the delivery of its planning, management/information and evaluation services;
Submit relevant management, performance and progress reports for internal and external requirement of the Authority; and
Perform other functions as may be assigned from time to time by NDA Authorities.
Planning, Management and Evaluation Services Division
Formulate, develop, disseminate, evaluate and review plans and programs with the ultimate purpose of making them responsive with the development needs of the industry in general and of the Authority in particular;
Design, develop, facilitate and coordinate workshops, conferences, fora and consultations that are geared towards the determination of directions, priorities, agreements and integration of development programs and/or activities;
Assist the different organizational units of the Authority in the planning, programming (or re-programming) of their respective programs, projects and activities;
Design, develop, coordinate and supervise the conduct of policy, economic and industry researches, studies and/or surveys on the socio-economic aspects of the dairy industry;
Process and analyze industry statistics, data and information and submit management reports for ready use of policy makers, planners and managers;
Formulate and develop criteria for the prioritization, evaluation and review of plans and programs of the Authority;
Coordinate with the Business Development and Social Concerns Division of the Operations Department in the packaging of business programs and project proposals as well as feasibility studies for purposes of securing support, financially or institutionally from both local and/or international sources;
Provide assistance to the Operations Department in the development of projects for business and in the evaluation of projects, dairy zones and cooperative financial performance;
Assist in the allocation of externally generated resources according to the prioritization set by management;
Coordinate with the Internal Audit, Legal and External Affairs Unit in establishing linkages and in the firming up of bilateral or multilateral cooperation arrangements;
In coordination with other departments, link up with private or public organizations as development partners-implementors in the business endeavor of the Authority;
In coordination with the Operations Department, assist in the establishment of linkages with local or foreign funding/assistance supportive of the program/project implementation of the Authority;
Network/interact with the various stakeholders from public and private institutions in order to harmonize the development planning activity of the Authority;
Prepare and Submit evaluation reports and dairy-related GIS maps for ready use and reference of Top Management in their policy and decision-making activities;
Submit relevant management, performance and progress reports for internal and external requirement of the department; and
Perform other functions as may be assigned from time to time by NDA Authorities.
Management Information Services Division
Provide NDA Board, Top Management, planners and implementors with accurate, factual and updated information on all dairy related development concerns;
Prepare and update the Agency Information System Strategic Plan consistent with the National Information System Plan;
Provide assistance to the different organizational units of the Authority in the design, development, installation, maintenance, evaluation, review and modification of information and management systems (computer or manual based) for the improvement of their operations;
Develop and operationalize an effective and efficient system for monitoring and evaluation of programs and projects being implemented by the Authority;
Assist in the identification/diagnosis of the performances, problems, constraints, issues and/or needs of each organizational unit of the Authority;
Closely coordinate with all organizational units in the utilization of information technology resources;
Network/interact with public and private institutions, local and foreign, in order to enhance the management of ICT related resources and project evaluation activities of the Authority;
Submit relevant management, performance and progress reports for internal and external requirement of the department; and
Perform other functions as may be assigned from time to time by NDA Authorities.
Operations Department
Provide technical advice and assistance to the Regional Field Offices in order to carry out the implementation of plans and programs in a systematic, efficient and cost-effective manner;
Provide the dairy business services for the corporation;
Serve as the core movers tasked to set up, mobilize and oversee the successful operation of dairy projects in Luzon, Visayas and Mindanao; and
Perform other functions as may be assigned from time to time by NDA Authorities.
Technical Assistance Division
In coordination with the Regional Field Offices, provide efficient and responsive technical services to dairy enterprises in the areas of capacity building; farm & plant engineering and improvement; dairy husbandry management; animal health, breeding and nutrition; cooperative strengthening; market development; financial analysis; site evaluation; and logistics support;
Design and assist in the development and packaging of programs/projects which are related to all aspects of an integrated dairy enterprise in support to all dairy related activities in the area;
Act as a task force that evaluate/investigate emergency cases which may require technical review; DIcSHE
Submit technical and management reports and recommends alternative solutions to technical and management problems;
Assist in the impact assessment of all on-going dairy projects;
Evaluate and recommends interested applicants for dairy projects;
Oversee accreditation activities of assigned field personnel in various dairy farms in identified dairy zones;
Work closely with the Business Development and Special Concerns Division in the mainstreaming of income/cost recovery projects as well as in the delivery of technical service packages as dairy enterprises develop and mature; and
Perform other functions as may be assigned from time to time by NDA Authorities.
Business Development and Special Concerns Division
Develop and package dairy business programs and project proposals as well as feasibility studies for purposes of securing support, financially or institutionally from both local and/or international source;
Assist in the development and operation of special dairy business projects in partnership with the crops/LGUs and/or private sectoral players thru the operating facilities of the regional offices;
Coordinate with the different field office and the Corporate Planning and Management Services Department in the development, realization and management of business projects;
Coordinate closely with Government and non-government offices in formulating and implementing programs and activities on marketing that could serve traditional and social markets; and
Perform other functions as may be assigned from time to time by NDA Authorities.
Milk Quality Assurance and Product Development Division
Act as the overall in-charge and implementer of the regulatory function vested by the recently enacted law, the Food Safety Act of 2013 to the National Dairy Authority, which is specifically for hygienic and sanitary local milk production and its postharvest handling;
In coordination with the Legal Affairs Unit and other designated NDA officials, develop programs and policies on Milk Quality to be implemented in the NDA and provides direction on milk quality to the dairy zones;
Overall in-charge of programs and directions in dairy veterinary public health, to ensure that only healthy and disease-free animals are milked;
In coordination with the Regional Field Offices, conduct dairy farm inspection to ensure safe milk from healthy animals and adherence to the Good Animal Husbandry Practices;
In coordination with the Regional Field Offices, conduct dairy plant audit (Good Manufacturing Practices, Standard Sanitation Operating Procedures and HACCP both structural and organizational) to ensure safe and high quality local milk and milk products that will be produced by the dairy farmers and be made available to consumers;
Develop products and innovations and conduct research for longer shelf and higher commercial value milk products;
In charge of the Central Milk Laboratory and conduct milk physico-chemical and microbial analyses to verify and validate samples from the dairy zones;
In charge of the Animal Laboratory Section that undertakes analyses of zoonotic diseases (animal diseases which are transferable to man), food borne pathogens and other animal diseases of public health importance and disease surveillance program;
Conduct Milk Quality and Processing Trainings for Milk Quality Control Officers, Plant Managers, Processors and Farmers;
Provide technical assistance on milk quality, technology, product development and interpretations of standards set for milk and milk products;
Provide technical assistance to milk processing plants to secure FDA-LTO;
Generate animal technical information based on scientific data; and
Perform other functions as may be assigned from time to time by NDA Authorities.
Luzon Dairy Zone
Northern Luzon Department
Directly undertake and ensure the dairy zone development in identified areas in Northern Luzon;
Coordinate closely with the Technical Assistance Division for its logistics and technical needs not readily available within its area of concern;
Tap the Technical Assistance Division, Business Development and Special Concerns Divisions, and Milk Quality Assurance and Product Development Division for the needed support to achieve its operating mission; and
Perform other functions as may be assigned from time to time by NDA Authorities.
Southern Luzon Department
Directly undertake and ensure the dairy zone development in identified areas in Southern Luzon;
Coordinate closely with the Technical Assistance Division for its logistics and technical needs not readily available within its area of concern;
