RATIONALIZING THE LAND REGISTRATION AUTHORITY

WHEREAS, the President is vested with the power of control over the Executive Branch pursuant to Section 17, Article VII of the 1987 Philippine Constitution;

WHEREAS,

WHEREAS, under Section 74 of the General Provisions of

WHEREAS, under Section 75 of the same Act, the government is mandated to adopt institutional strengthening measures to improve service delivery and enhance productivity;

WHEREAS, the President, through

NOW, THEREFORE, I, FLORENCIO B. ABAD, Secretary of the Department of Budget and Management, by authority of the President of the Republic of the Philippines, and by virtue of the powers vested in me by law, do hereby approve the AHDTIE

SECTION 1. Rationalization. The Land Registration Authority, hereinafter referred to as the LRA, is hereby rationalized in accordance with the provisions of

SECTION 2. Strategic/Functional Shift. The LRA shall continue to perform its mandate as regards the effective and efficient implementation of orders, decisions and decrees relative to land registration, in accordance with the provisions of existing laws (

It shall also pursue the strengthening of its different units through various organizational and staffing modifications which are vital in the effective and efficient performance of its functions relative to land titling and registration.

SECTION 3. Structural Shifts. The following changes in its organizational structure are hereby authorized:

a. Creation of the following:

< Planning and Management Division under the Office of the Administrator;

< Antipolo and Kalinga Registries of Deeds;

b. Abolition of the Security Division under the Office of the Administrator;

c. Renaming of the following:

< Administration and Personnel Management Department into an Administrative Service;

< Financial Management Department into a Financial Service;

< Department of Registration into a Land Registration Operations Service;

< Legal Affairs Department into a Legal Service;

< Administrative Services Division into a General Services Division;

< Personnel Management Division into a Human Resource Development Division;

< Budget and Finance Division into a Budget Division;

< Ordinary and Cadastral Decree Division into an Original Registration Division;

< Law Division into a Legal Division;

< Clerk of Court Division into a Land Registration Cases Division;

d. Transfer of the Docket Division from the Administrative Service to the Land Registration Operations Service;

e. Renaming and transfer of the following: ECTIHa

< Micrographics and Computer Division into an Information and Communications Technology Division, from the Land Registration Operations Service to the Office of the Administrator; and

< Inspection and Investigation Division into a Land Registration Monitoring Division, from the Legal Service to the Land Registration Operations Service.

SECTION 4. Staffing Shifts. The rationalized staffing pattern of the LRA shall consist of 2,230 positions.

The appointment to positions providing executive assistance, private secretarial and chauffeuring services to the LRA Administrator and Deputy Administrators shall be coterminus with the official to be served.
