One of the most important decisions of the government in its thrust towards energy self-sufficiency was the creation of the National Coal Authority in order to effect an integrated system of coal handling and regulate the downstream coal activities, and thus accomplish the maximum efficient utilization of coal as an alternate source of energy.
In order to enable the National Coal Authority to become operational and immediately meet its obligations, it is imperative that its funds appropriated for it under
