AUTHORIZING THE APPROPRIATION AND RELEASE OF ONE HUNDRED MILLION PESOS FROM THE RESERVES OF THE STATE INSURANCE FUND TO ASSIST IN UPGRADING FACILITIES AND SERVICES OF THE PHILIPPINE HOSPITAL SYSTEM
