In accordance with the provisions of "All eligibility evaluation for the procurement of locally-funded civil works contracts to be conducted electronically using the Civil Works Registry (CWR) system regardless of mode of procurement", all contractors, local or foreign, wanting to participate and execute infrastructure projects in the Department must register with the CWR system, unless otherwise prohibited by the lending institution in the case of foreign-assisted projects.
Likewise, for purposes of updating the contractor's profile in the CWR system, all contractors must submit to the Central Procurement Office the updates on projects implemented by them in other government agencies and in the private sector, completed and accepted, prior to the deadline of the submission of Letters of Intent for a particular project that they would like to participate.
This Order shall take effect immediately.
