BI OPERATIONS ORDER NO. SBM-2014-022
RULES ON THE POSSESSION, USE AND SURRENDER OF BI SECURITY STAMPS (BISS)
WHEREAS, State policy mandates that all government offices and agencies including local government units and government-owned or controlled corporations to adopt measures calculated to simplify procedures, reduce tape and expedite transactions with government; TAECaD
WHEREAS, the number of signatories as well as the unavailability and/or physical absence of signatories significantly add to the delay in the processing of petitions, applications and other documents issued by the Bureau;
WHEREAS, these usual causes of delay may be addressed via the use of a security stamp that (1) ensures the validity and authenticity of the document (2) identifies the responsible signatory (3) protects the signatory from identity theft;
NOW THEREFORE, the following are hereby ordered pursuant to the rule-making power of the Commissioner under Section 3,
SECTION 1. Declaration of Policy. It is the Bureau's policy to simplify administrative protocol, reduce bureaucratic red tape and expedite transactions without sacrificing the integrity of the Bureau's procedures and processes. Accordingly, the Bureau shall procure and distribute security stamps to its key personnel for official use in the manner prescribed under this Order.
SECTION 2. Possession and Use of BI Security Stamp (BISS). BI personnel identified in Annex "A" of this Order shall be issued a security stamp for use on official documents listed in Annex "B".
Any amendment or modification of Annexes "A" and "B" of this Order may be made upon the recommendation of the concerned BI personnel and approval by the Commissioner. Any such amendment or modification shall be incorporated as an "Amendment" to Annex "A" or "B" of this Order.
SECTION 3. Restrictions and Prohibitions. The BISS constitutes an accountable public property for official use. Accordingly:
a. Possession and use of the BISS shall be restricted to the BI personnel identified in Annex "A" of this Order.
b. Use of the BISS shall be restricted to those document stated in Annex "B" of this Order.
c. BI personnel identified in Annex "A" of this Order are prohibited from using the BISS for the intra-office communications, inter-office communications, regular correspondence and personal use.
d. No BI personnel or employee shall take and/or use the BISS outside BI premises for any purpose unless otherwise authorized by the Commissioner.
SECTION 4. Replacement of Damaged BISS. In case of material damage to the BISS, the concerned BI personnel identified in Annex "A" of this Order shall immediately give written notice to the Commissioner stating (1) the pertinent facts, details and other relevant information which caused the damage to the BISS and (2) a request for the replacement of the damaged BISS. The concerned BI personnel shall surrender the damaged BISS to the Property Section for safekeeping pending the delivery of the new BISS. DcCHTa
An administrative fine of Ten Thousand Pesos (Php10,000.00) shall be imposed on the concerned BI personnel if the damage caused to the BISS resulted from his fault or negligence. For this purpose, material damage consists of any defect that compromises any or all of the BISS security features or otherwise renders them ineffective.
SECTION 5. Replacement of Lost BISS. In case of loss of the BISS, the concerned identified in Annex "A" of this Order shall immediately submit an Affidavit of Loss stating (1) the pertinent facts, details and other relevant information which led to the loss of the BISS and (2) a request for the replacement of the lost BISS; Provided, that an administrative fine of Ten Thousand Pesos (Php10,000.00) shall be imposed on the concerned BI personnel regardless of the cause of the loss.
SECTION 6. Surrender of BISS. The BI personnel identified in Annex "A" of this Order shall immediately surrender his BISS to the Chief, Property Section in any of the following cases:
a. Material damage to the BISS, as stated in Section 4;
b. Any personnel action which removes them from their current designation; or
c. Upon the directive of the Commissioner.
SECTION 7. Inventory Report. The Chief, Property Section shall submit an inventory of all BISS procured, distributed and otherwise in the possession of the Bureau within sixty (60) days from the effectivity of this Order.
SECTION 8. Effectivity. This Order shall take effect immediately.
