The Board is hereby directed to reconsider the implementation of the toll rate increase which became effective last 14 February 1999, pending the outcome of the public hearings which you are mandated to conduct under your charter.
P.D. No. 1112 as amended states that you have the power to:
"Issue, modify and promulgate from time to time the rates of toll that will be charged from the direct users of toll facilities and upon notice and hearing. (underscoring supplied)"
You are reminded to comply with the requirements imposed by law before implementing any toll rate increases.
